This final report incorporates input from the US charitable community gathered through field hearings and conference calls. It proposes an integrated package of actions to be taken by charitable organisations, by the US Congress, and the Internal Revenue Service, which together would strengthen the sector's transparency, governance, and accountability. The Panel also released a supplemental report examining further areas which makes additional recommendations.
