the government of Uganda put in place the Poverty Eradication Action Plan (PEAP) as a national framework for poverty eradication. The PEAP, which was first prepared in 1997 and revised in 2000 and 2004 (MoFPED, 2004) has adopted a multi-sectoral approach, recognising the multi-dimensional nature of poverty and the linkage between influencing factors.
